smart card offline logon

I can log in into domain with a smart card but if disconnect the cable and attempt to log locally into computer, access offline fail. how never??? You can look in Local Security Policy [secpol.msc] and go to security settings/local policies/security options. If it does try logging on and logging off before attempting to logon with cached credentials. The problem is that: If i work with another csp, i can log in into domain, with smart card, and i can log in offline into local computer. If i work with my csp, i can log only into domain, with smart card, but not locally into machine.
