Traffic Shaper XP:

Firefox Throttle:
http://www.uselessapplications.com/en/Application/FirefoxThrottle.aspx

Not a php issue.
Depends on the OS you are using.

You do not say whether this is a LAN or WAN issue either.

I note you cross posted to WIN2000, in which case one assumes windows.


Isn't windows slow enough already?

Use 286 cpu. It ought to be slow enough.
