You know if a key is really someones key if it is signed by someone
who verified the id of the key owner, and who is trusted.
If someone were to publish someone elses key in some bizarre attempt
at malice, and then sign the key using a key that was itself signed
(but for which a fake id was presented at a key-signing party), then
"attack" could even go unnoticed and uncountered.
