Ignoring the case-sensitivity, this could be a variant of UUencode. But who
cares? The decoded result has no statistical significance, therefore it
could be anything. Get a clue what encryption is!

No clue.  A guy posted this on a forum and wants us to try to crack it.  He
said that he created his own encryption program.  I will ask him and see if
he can shed some light as to what method he used.

Try Sci.crypt In fact, there was a recent thread there started by a guy
who claimed to have created his own system.  "Shuffle Prime" or
something like that.  His description was proclaimed (by folks who know
much more than me) to be based on an old, broken, idea.  Maybe he's
posting a ciphertext to try and "prove" his system works.  Useless idea.
