I very disappointed in the way search engines are going for paid inclusion.
Especially for individuals that have small part time businesses to generate
a little extra money.
This is running them out and this is very sad.
I built a site that lists a number of bars and accommodation to rent
available in a small village in Greece.
Yet because I have their contact information about businesses /
accommodation / car rentals etc... it's classified as a commercial site, I
built it as a guide for people to come to the village. In the end I am going
to have to split the site up into two site (commercial and non commercial)
for the search engines

I suppose you are referring to Yahoo? All I can tell you is that I
have a similar site that promotes a small town in Mexico and I have
been able to get listed in several "pay for inclusion" directories
based on the fact that I have a lot of good content in my site that is
not duplicated on other sites.
Why don't you have all of your advertisers pool together and pay to
get the site listed in Yahoo, or raise your advertising fees.
