SMALL Boring Site with a PR of 3?

Work for a SMALL company that has a 1-page website with a very basic
description -- 73 words -- about the service the company performs, a
moving cartoon, and two E-mail addresses to the company. It has *no*
outgoing links; the only incoming links (so far as I can tell) are from
ads placed on various merchant-search pages on the net.

I looked at the pages PR with " " and it was a 3.
I'm surprised it is so high, actually. I've drilled down several Google
search result pages using the obvious search terms a potential customer
might use, but can't find the company ... yet.

I realize how complicated this can all get: not asking for any of you
to spend a lot of time and effort explaining all this, I'm just trying
to encourage the owner to market better with his site and looking for
some ammunition to use. What approach do I take? (And how bad is a PR
of "3")

One link from shitty PR4 page is enough. Up to PR4/5 it is not that
difficult. 6 and up are much harder.

Nothing unusuall. PR is much easier than SERPs. Try

to find out how deep the site is. There are many other similar/identical
services too.

Do you have any information about the number of visitors on the site?
Visitors convert to sales, no visitors - no sales. Low SERPs, low number
of visitors, low sales. Bulls eye! What do you need more munition for if
you have killed with the very first shot?
