Recent experience suggests yes, in a big way. Something to stay away
from for the time being at least.
It may change. Within the EU, geolocation based on country of search
versus country of hosting is illegal under the Treaty of Rome because
it distorts trade within the EU. Effectively it links the server
market in each country to the searching market, and Google could get a
hefty fine if it's proved. Remember Volkswagen?
