Does anyone use a rule of thumb to follow.  I am working with a prospective
client with multiple products which include resorts, vacation
villas, hotels, travel agents and currently all products are available on one
site.  To break the site up into 5 different sites will be alot of work.
Also the site has 0 PR.  Your insights are appreciated.

I'm in the middle of splitting http://www.fortliberty org by breaking off and into their
own sites.

So far, my experience has not been good.

Google *seems* to prefer sites with lots and lots of pages.  The smaller
sites get very little search engine traffic -- even with almost as many
inbound links and with the same PR numbers.

Some will claim that I am being beaten up by Google's duplicate content
algorithm, but I have other evidence which proves (to me) that Google's
duplicate content algorithm is trivial.

Of course, if the site is PR0, you have other problems...
