You'll need to give practical examples that include URL's, I suspect. Also
bear in mind that certain sites are rich in terms of content. They can hit
the hammer right on the head of that nail (popular keywords analogy) or just
knock on the wood.
As Borek stated, PageRank alone does not mean much because a one-page Web
site will get few referrals (I have personal examples) while preserving its
'energy', which leads to good ranks. Different sites can have varying
amounts of content and the nature of the content matters too.
