I have set the page to call a counter (perl script) before going to the actual
Below is a cut down version modified version of my index.html:
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
<frameset rows="100%,*" frameborder="no" frameborder=0 marginwidth="0"
<frame src="http://www.mysite.com/mycounter.pl ">
Google pagerank is bad. What could I do. I must have my counter. The
"firstpage.htm" is the actual page which should be pageranked.

You might want to stop using frames. While it is possible to rank good
with frames, there are several issues which must be understood.
As for a counter, why on Earth do you need one? Your hosting probably
comes with an access_log which /does/ the counting for you. If not, then
change hosts. There is plenty of free software to process access_logs and
give you statistics. There is probably already one such a program
installed on your site.
Finally, don't use made up names for examples. There is a domain name
reserved for examples: example.com.
