Can someone point me to some site where I can find the average click-through
rate for Overture and Google and the industry as a whole?

I couldn't locate this information anywhere. Certainly it must be published

I don't believe that there is an average click through rate (CTR) as it
would be meaningless information.  I run multiple campaigns for clients on
Google and the CTR can vary between 0.5 and 18% depending on the campaign.

Where it might be better to obtain a high CTR, if you are trying to pick up
traffic around the peripheries by targeting less than perfect keywords it is
inevitable that the CTR will fall.

Running the campaign is all about striking the balance.

It is useful information for me because it tells me how search engine
placement is better or worse than other forms of advertising (e-mail,
banners, etc..). They publish e-mail and banner average CTR rates everywhere
on the web. I don't understand why they wouldn't publish average CTR rates
for search engines. Maybe because it's lower than what most people think it

I personally tried Google adwords and my CTR was 0.005% (very poor) and
Google stopped my ads.  For all we know the average could be 0.003% and I'm
not doing too bad. But if the average CTR is 3% then I know my ad is really
underperforming. You see, knowing the average CTR will helps me position my
