As soon as the guy gets a high pagerank, and URLs will be publicly
linked... interest will pick up naturally.

For starters you might want to get rid of the phpbb logo and change the template from
the standard 'SilverBlue'.
Also consider mod_rewrite for the dynamic urls
The quick reply modification (check phpbb mods)
A "last 5 posts" ('fetch all ' mod) for your hoempage (helps spidering)
As well as handful of other modifications you will need to make.
A 'spidering helper' such as ...

You should never imo announce a new forum when it has just one thread in it, and imo
you just shot yourself in the foot by announcing it way too

SEO & Forums is a theme close to my heart. I've written an article on forums and seo
which you might find interesting or of help. . (outdated as I now have 38,300
pages indexed, not 8,900)

It's a hell of a lot of work, and I'm afraid to say that to be succesful, a default
installation of phpbb is only the start of it. A lot of tweaking
and effort still to come :-(

My own German language SEO forum is probably one of the most search engine optimized
phpbb forums out there having spent a year tweaking the thing (on
and off).  It took a great deal of time and effort. But the rewards... mmmm.....
hundreds of visitors per day landing on one of the 38,300 indexed
forum threads/pages from google. It is also now one of the top 2  most active forums
of its theme in the German language.

There are however more english language SEO forums than you can shake a stick at. I'd
probably try and find a niche if I was you. Perhaps focus on
just one main theme such as Google Adwords / Adsense (increasing interest each day)
or a specific 'link popularity building forum'. You will have an
extremely tough job competing against the many established seo forums that are
already out there.

Hope that helps and please dont take my points above personally.
