I've just had an email from my host saying
"We are moving your website onto a different server
with a better specification."
and it has been giving the error message
"The page cannot be displayed"
for the past couple of hours.
Could this have a negative effect if Google tries to crawl
the site when it is offline?

That can be very bad.

If they visit your site when the above message is being displayed, then
that is what will be indexed and will appear in searches.

If you have a high PR site, then damage will be less because google will
crawl you frequently and it will soon update their index again once your
site is back up.

I would *assume* your host has configured things so that these pages are
prefixed by a 503 header (the HTTP equivalent for "I'm tied up right now.
Try again later.") This shouldn't affect your site's ranking unless it goes
on for days on end.

Yes because it won't be able to find it. You may get bumped for a
month or so.
