I hear a lot about how javascript links are not followed by Google but are
simple mouseover links followed?

Like this:
<A HREF="" onmouseover="document.button1.src=servicesbuttonon.src"
SRC="servicesoff.gif" BORDER="0" WIDTH="52" HEIGHT="17" ALT="Services"

Will a link like the above not transfer PR to the site that is being linked

As long as it's not <a href="javascipt:something">, which is malformed
anyway.  If you can follow the link with javascript turned off, a bot
should be able to follow it, too.
