1) i picked a keyword in google
2) went down the list of domain names
3) and compared the PR of each domain name on all datacenters as they were
it seems that majority went up...
and on the sites that i usually monitor also went up
i guess this is because either the google index shrunk... or changed the way
PR is evaluated (like selectivity on links?)....
anyone notice anything?

It's happened before. The reported PR is graded on a curve with the
top site pegged at 10 and the rest scaled accordingly
(logarithmically, no doubt) & rounded. If the top site's raw PR score
goes down relative to the rest of the index, everyone else's reported
score goes up. Conversely, if the top site's raw score goes up,
everyone else's reported score goes down. Again, all subject to
rounding, so some won't seem to move. All the other sites are
adjusting as their links come and go as usual, but the top site will
make the trend.
Your reported PR score doesn't matter so much as your relative PR
ranking among your competitors. A 3 in a field of 2s will likely do as
well as a 9 in a field of 8s, all else being equal.
