Google Toolbar: PageRank "no information" vs "0/10"

There is a website, having several pages. In the Google Toolbar some pages
are shown with "No PageRank Information available". Others are shown with
"PageRank is Google's measurement for this page's relevance (0/10)". The
captions were translated by me, so maybe they are different in English.

What is the difference? The entire website is new, so I expect a "0/10". But
why is some information not available?

Maybe somebody is interested...

It is because some files contain special characters. In my case there were
files with German umlaut characters in the name. All those files have "No
PageRank Information available".

Those pages were entered into the Google index, and they can be found in
search result lists, but obviously the toolbar has problems retrieving the
