I've noticed that several large web hosting companies offer between abou
$25-$100 worth of adwords credits to their customers. How are they able to
do this? I doubt that these hosting companies are actually paying Google $50
or whatever. They must have some sort of special arrangement with them. I am
curious how does this work?

Yes it's a partnership with Google. They don't pay for it.
