First result (above the BBC) was the totally irrelevant Buttle's "the
supplier of choice for: timber, building materials, and tools ..." It's a
frameset; the frame doesn't contain the search terms and as far as I can
see, neither does the content page. Nothing relevant in meta tags or
anything that I can see. No hidden text etc. I've been using Google pretty
well since it started and have never before seen such a bad search result
in first position. How does it do it?
Also searching without the site:.uk still brings up Buttles, but this time
below the BBC even though they are both .co.uk sites. Is there any way to
explain these mysteries?

inbound links with relevant anchor text; that is how Google still works.
You can either blame the people who don't update their links when the
nature of a site changes, blame Buttle.co.uk for removing their TV
schedules or blame Google for having an algorithm that puts most of its
weight on off-page factors.
