If google index a site and gives PR 3,
shouldn't be as well in its directory?

Just because Google indexes your website doesn't mean they will magically
know where you should go in the directory... they can't use keywords on the
site... lets take "Restaurants" as an example:  What if somebody had a
website that was put in the restaurants category because of keywords?  They
might instead want to be in a catering cateogry... or not in a general
listing but one for their city... or they might be a restaurant supplier and
that could break down even further to: POS systems, food suppliers, paper
products, cutlery, services, etc

I'm afraid not. To get in to the Google directory you need to submit
yourself to the Open Directory Project (also known as DMOZ) - they get a human to review your website and see if they
will include it.

Read the guidelines for submitting your site to DMOZ very carefully as
they are very picky about which sites they accept, and it can take a
very long time to get accepted, depending on the area you are submitting to.

The Google directory indexes data from the ODP. Sites indexed by Google are
NOT automatically included in the Google directory. We have seen Google's
directory take as long as one to four months to update their data from ODP.
