I have been thinking of making all title tags dynamic on a new site I'm
working on and thereby giving my customer the possibility to change the
keywords in the title tag themselves. Is this bad in any way, and is it
better to make a static title tag?

I'd be concerned that, since one title is going to be better than another,
by definition sometimes there will be a less than ideal title. Additionally,
Google takes some time to update its index and cache and so the site will
often be indexed by Google as having a title that is no longer the current
one on the actual site.

My opinion, FWTW, is that I'd find the best optimised title for the page and
stick with that.

But you won't get 'punished' by google for doing it, as long as titles are
relevant to page content and not spam-like in any way eg
keyword1,keyword2,keyword3 etc
I have dynamic meta tags, as well as title tags and content on one of my
sites. Tho I wouldnt recommend allowing your customers to edit meta tags.
