A year ago, I wrote an email to a friend with a bulleted list of things
that are SEO friendly. I have personally refered to that list, as its a
lot to keep in the head, especially when you are initially designing
the site.

Has anyone seen a list compiling what is generally understood as
heavily weighted places to put text on a page.

1) h1 tag at the top of the page is the most important keywords.
2) h2 second

Or something like a do's and don't list for google. It would be very
helpful to me, as I only do this part time.

Here is another link to faq's , but
what is more valuable is the compiling list of articles and SEO
information that is constantly being added to the site

Are you deliberately using www and non-www urls from same site, or are you
just unaware of implications?
