adwords keyword:network latency

Ive been given access to someone elses adwords account and in their
advert box as the anchor/title it simply says "{keyword:network
latency}" anyone know what this means? i suspect it means the title
will be dynamic across the keyword terms am i correct? and how i can
use it across other campaigns?

We use it where town names are in the keywords.

We have adwords listings for about 1200 towns ("jobs in wokingham" for
example).  By using the keyword appears in the title of the ad -
it saves creating 1200 different ads.

I don't know the purpose of putting words after the :  As far as I can tell
they never show.

It's the alternative title when the keyword would generate a title that's
too long. So "network latency" is displayed when the keyword is longer than
the maximum title length in adwords.
