More to the point, if it's only used to enhance an existing site in an
index that's not got a lot of sites in it, then why should Google
mind? If they ban it and the other engines don't, then people will
learn this and start going to the other engines. All this pious
waffling by Google is just that; pious waffling. They need visitors
and if they have to serve them cloaked and spammed sites to get them
then quite happily they will. They have no choice, it's feed people
the same crap everyone else does or go out of business.
They won't be able to do anything else until there are enough
spam-free sites available for them or anybody to create a relevant
index from them. These sites simply aren't around.
