"scale of survey"- exact implication

Hi All,

I want to know the exact implication of "scale of survey" for spatial data.

Taking an example- If I am "surveying" roads of a city by PHYSICALLY
traversing over them in car with a GPS- And loggin a point EVERY one second
in a database- And I'm traveling at a speed NOT GREATER THAN 10
Kilometers/Hour- And my GPS gives me a positional accuracy of 5 Metres; Then
what is my scale of survey? is it 1:10 or 1:100 ......

OK,
That's clear- one point in 2.78 Metres (And This point has an inaccuracy of
5 M (by my definition)- so what is the scale of surevey? 1:?? . PLease beat
this on my head!
