I have a scheduled task that calls a .bat file. I can run it fine if I set
the user account that it runs as as Administrator, but I can't if I set it
to a defined account that is in the users group.

I've seen the posts that I have to give execute permission to the cmd.exe
application, but that didn't fix it. It still errors out.

In the bat file, I'm trying to do a net start and net stop of a service.
Can anyone think of another way to achieve this or how to set permissions so
this works properly?

Yes on Batch job and service. I do not see the rights to start and stop
services.
