As part of creating web sites programmatically, I need to register domain
names for these sites through a program as well.

I do not create many web sites to be qualified as a reseller and I do not
want to pay extra fees for becoming a reseller. I just want to automate
everything.

Are there registrars where I can automate the process with them using some
kind of web service or interface?

Automated registration is either going to require a reseller API, or you
will have to have a script you create go through the actual web based
ordering steps. I did that before on some random registrar when there
were some premium domains that were many, many months expired. The
back order services I tried before were basically a scam and I just
created my own method to check to see if it was free to register, and
if it was, it went through all of the steps and registered it with the
appropriate information.

Of course, I had to use roughly 30 different servers so I didn't trigger
some "too frequent" request service abuse flag, because I wasn't
affiliated with the domain registrar's, but in the end it didn't matter
since they allow their affiliates first pick anyway. The point being,
you could do this same type of thing, but just be aware of any changes
the domain registrar might make on their order form steps, because if
you miss a single thing, you could cause it to fail automatic
registration.

My suggestion is to use WWD for their storefront, so you get the best
prices on domains out the gate without having to buy $7,500 worth of
domain credits you'll probably never use, that aren't refundable, and
just allow clients to register the domain themselves, so they get a
great a price and they own it fully. Otherwise some users get the
impression that the provider (you, in this case), would control it. Of
course it still costs a couple hundred per year, but it allows you to
offer it to clients that need it, and still offer a great price.
