The MCE UI doesn't need to be running.
If your machine supports it, it should also startup and do any
scheduled recordings when the machine is in standby/hibernation.

I think it does - depending where you are in the world! In the UK I
don't believe there is such a facility - however you can use remote
desktop to connect to the PC and use the MCE UI to do those things.

There are 3'rd party utilities to do that. I've not used any myself
though. Perhaps others have some suggestions.
