In the latest version of Firefox and Opera, there's this problem:
if a link points to a .txt file, the text file will open in browser
with lines running off the window.
Safari don't have this problem.
Example:
http://xahlee.org/UnixResource_dir/writ/mshatredfaq.html the local links text near the bottom.

There isn't any problem. There isn't any reason why a text viewer should
automatically wrap text at the right edge of the window. Even Notepad
doesn't wrap text by default. It's a nice feature to have available, but
then Firefox and Opera aren't designed as full-featured plain text
viewers. They're showing you exactly what's in the file, which is what
they *should* do by default. A plain text file could just as well
contain fixed-format data records that exceed the width of the screen,
such as web log entries. It would be a mistake to wrap such content by
default. If Safari does, that makes Safari useless for viewing many of
the files that come in plain text format (unless Safari provides the
option to turn wrapping off).

Opera has a "Fit to Width" button that negates your problem. Perhaps
Safari does as well, and you've selected it?

Such as:
http://xahlee.org/UnixResource_dir/_/Antitrusts_Greatest_Hits.txt
Only thing I can suggest to make it work in all browsers would be to
actually edit the text files, placing line breaks every 80 characters or
so. Or ... format the files as HTML instead of text.

If I downloard the .txt file (SeaMonkey, right-click on link, Save Link
Target As ...), I get the same problem in Notepad (the default .txt file
viewer in Windows). To view with wrapping, I have to specify [Format >
Word Wrap] on the Notepad menu bar.
I'll look at this further. Perhaps I'll submit a Mozilla bug report.

Wouldn't this be a Feature Request, rather than a bug? :-)
Something similar to Opera's "Fit to width" button...
