Here is an excellent starting place:

For an overview of GIS mapping see "Basic Map Data" link.
For some starter software see "Mapping Toolbox"
I use Global Mapper, Manifold, and fGIS. Of these fGIS is
the easiest to learn and use, but of course has fewer
features. Find the link to download the last public use
version at the bottom of the "Mapping Toolbox".
