Newbie question here.

What does "# --" mean?

I downloaded a PHP example of uploading a file and it contains several
of these. Does it indicate a comment? I can't find an explanation
anywhere (including two books I have on PHP).

It's just like ``//''.  It's used in many Unix languages.
