variable php_value in apache .htaccess?

In my .htaccess I currently have:

php_value session.save_path /var/www/

I would like to have the php_value set to something like %SITE%/tmp  
instead.  This is because I also have some test instances which are and would like the session variables to go into  /
var/www/ automatically, but I don't want to  
have to keep changing the .htaccess files between the two directories.

Is there an easy way to do this?
