Is include("lgpled_code.php"); lgpled_method(); considered dynamic
linking and allowed in application which will be released under

It's difficult to say exactly. PHP code doesn't really have a concept of
statically linking. In lieu of specific advice from the copyright
holder(s), I'd agree with your interpretation.
