session.use_trans_id can be set in various places. According to the above:
session.use_trans_sid "0" PHP_INI_ALL
PHP_INI_ALL means it can be set in the php.ini file, in the global httpd.conf
Apache configuration file, a per-directory .htaccess Apache configuration file,
or at runtime wtih the ini_set() function.
According to the user notes at the bottom, setting session.use_trans_id with
ini_set() only works in PHP5, but you didn't post what version you're on.
You've still got the .htaccess method open (if allowed by your server
configuration), which doesn't require access to any of the global configuration
