folder. I have content here that isn't available to the general
public, but the webserver needs to access it. How can I work around
this issue? I'm not a linux guru, but I can get around. Must remain
as secure as possible.

Re: PHP open_basedir restriction in effect. How to work around this?
You can't. It's a security restriction, and if you could get around it,
there wouldn't be much security, would there?
If your host won't allow your PHP scripts to access this directory, you
have a couple of choices:
1) place the files in the root directory and create a .htaccess file
which restricts any access to them, or
2) find another hosting company.
I'm assuming, of course,
3) forget about even trying to do it
is not an option :-)
