Peter, many frameworks exist for PHP.
Zend, cakePHP to name a few 'famous'.
And no, not everybody needs a framework.
Some reasons why not to use a framework:
1) Frameworks can be overkill for simple tasks.
2) Frameworks have a learningcurve before they give you more efficiency.
3) Some people, even experienced programmers, dislike frameworks because
they must work according to the rules/logic the framework sets. This
can be annoying. Opinions differ wildly on this subject. ;-)
