you probably mean

<?php include ("navi.php");?>

Exactly what the errors says: the first '<' on line 18 is unexpected.
IOW it doens't belong there (the same for the rest after on that line).

My suggestion: redo from start. Use proper css/html syntax, and than
insert propper php processig instructions (one by one so you can keep
track of the errors).
