Where are you getting this concept from?
On a Windows server, you can have:
1) IIS (no Apache)
2) Apache (no IIS)
3) Apache and IIS
They are two different apps that do the same thing. However, and
becauase they do the same thing, having both running on the same server
will cause problems, for example, with getting access to port 80 (the
virtual port used for HTTP traffic by default).
But you don't run Apache "on top of" IIS.
Also, this question has nothing to do with PHP -- not sure why you posted
