To configure Free/Busy Publishing, I went to Tools > Options >
Preferences Tab > Calendar Options Button > Advanced Options >
Currently, the checkbox next to Publish at my location is checked and

I think you have to actually upload a .vfb file, then you use php to
parse the thing. You may have to use ftp to upload it - put something
in your publish to settings.
Here is a guy who did it in perl:
Also, I think you have to have the web publishing wizard installed for
the upload to work via http post if you want to do it that way.
