fsockopen's timeout parameter

If fsockopen is used to connect to a computer that's turned off, it
takes $timeout seconds.  Is there any way to detect whether or not a
computer is turned off without taking $timeout seconds?

 Not really. How would you tell the difference between the machine being off,
or it just being a slow connection? The symptoms are the same - no response
received within x seconds, except if you waited longer and the machine is on,
you might get a response.
