I need to build a sort of Expert System (look that term up in
Artificial Intelligence) where my helpdesk ticket system can suggest
potential resolutions to problems. To do that, I need to pull out just
the verbs and nouns of a Problem field and, after some other voodoo I
plan to do on those words, I build a SQL WHERE clause with ORs inside
on the verbs and nouns that I have left, and get a result.
Is there some sort of Linux GNU command-line tool to take a string and
return the verbs, nouns, and other parts of speech (grammar)? What
about a PHP API?

This is so 80s... Expert Systems and Artificial Intelligence are out;
search engines are in. All you really need for this application is
a full-text search of the problem description fields.
An alternative is to write a troubleshooting application, which will
prompt a support person to advise a series of diagnostic tests and
thus isolate the problem.
