Right now I've got email working just fine, and it even
attaches the file correctly.
but....(you knew this was coming, right?)
The attached file needs to be sent from the client to the server
(the one with the web server). I need some way for the user to
select the file on their local machine (client), then get it
to the server. I've got the PHP FTP routines working, my problem
is the first part. I know this is one of the huge security issues,
hence awkward to do.
on their client machine, but then getting that info back to the
server is pretty much baffling, not to mention a huge security hole.
And there's no guarantee the client system will even allow this
(my firewall is set to refuse these types of requests, don't know
about these folks').
What other options are available for the user to browse for the file
name and then send the entire file to the server? Understand that
I'm trying to make this as simple as possible, they eyes glaze over
whenever I try to explain what they want is not only awkward but
incredibly expensive (my billable time).

Not actually. You have to write a signed script, don't you? It's not
trivial at all.
As you've been advised, good old HTTP file upload. And, in the future,
you can enhance the client-side experience with many tricks: AJAX, Flash...
