Blocking Session Variables?

I understand that information stored in a session variable can be lost
after a set amount of time (24 minutes or so, depending on settings),
but can PHP sessions actually be blocked by a user?  I recently had a
conversation in which this was mentioned, and it surprised me--I
thought only cookies could be disabled by users, not sessions.  Since
session ids are stored on a user's computer as a cookie file, I guess
it makes sense that if cookies are disabled then session ids can't be
retrieved, in effect blocking a session.  is this how it works?

In PHP's built-in session handler, the session ID can be transferred
through two mechanisms: URL parameters and cookies.
