Sure, most Perl interpreters are free and standalone.
Have you already checked the Perl FAQ?
perldoc -q Perl
What machines support Perl? Where do I get it?
How can I get a binary version of Perl?
I don't have a C compiler on my system. How can I compile perl?
See also http://www.activestate.com .
That's fine, as Perl is used much more often for non-web stuff
