You don't 'start' Image::Grab. It's (I am assuming) a module. You
write a program using the module. How to do that is documented in the
documentation that came with the module, and which you can read with
perldoc or man after you install it.
Alternatively, you can use http://search.cpan.org/ to find the module
and search for it.

What standard howto?
1 - You install the module in the normal way
(perldoc -q install)
2 - You read its documentation
(perldoc Image::Grab, or man Image::Grab)
3 - You write a Perl program that uses the module
(vi, emacs, joe, ed, whatever)
4 - You run your program
