Core 2 - Can u lower the multiplier?

I've been looking to move to Core 2 and one thing slightly perplexes me,
I've always thought Intel locked the multipliers on their processors
(with the exception of Engineering Samples and expensive Extreme
Editions), though I'm seeing people refer to the ability to drop (not
raise) the multiplier on any Core 2.

Is this true?

If so, is this restricted to certain models or chipsets (thinking of
getting a E4300 + 680i based board to start with).

Any info appreciated.

I seems to depend on the motherboard ..
Many can have a lower set ...never higher..My Gigabyte with E6600
allows 7 or 8 or the default 9 .

It seems indeed to depend on the mobo: with my P5W DH I can choose 9, 8, 7
or 6.
Also, if speedstep is enabled, the CPU automatically drops from 9 to 6 when
the CPU is idle. The VCore also drops from 1.26 to 1.14 V at the same time.
