sure looks like frames but when viewing source there is no frame html
syntax???

Huh? What are you using to view the HTML source? Using FireFox, I see
this (this is only a fragment, not the entire page):

has the frame syntax when viewing the source

so am wondering why, is this only because the first web page has the entire
page divided into frames
and the 2nd page has only a portion divided?
