They seem to call it the Embedded MySQL Library.
I have not used this, just found the doc page above.
Checking the download page, they seem to have binaries for the embedded
server available for Linux only. If you're using Windows (I assume you
are, based on your comment about MS Access), probably you need to
download the MySQL source distribution and build the embedded server
yourself with your C++ compiler.
Note that distributing MySQL, including the embedded library, requires
that you purchase a commercial license, unless your application is
itself open source, with a license that is compatible with the GPL.
