Have you checked the processor manufacturer for a update CPU driver?

Very few applications on your XP system can use more then one core currently
so it is not unusual for some of the cores on a quad to have very low cpu
utilization.
How many cores at what speed show up in device manager?

A wild guess: check you power profile or power settings.

In the Bios you have to make sure all 4 cores are enabled.

Thank you for your replies. I got thr information that this was being about the
AMD
Cool & Quiet feature. Might this be?

It should just be Cool & Quiet adjusting the multiplier in response to
demands on the system. It could however be a wrong setting in the bios, but
that's not as likely to be the reason to see a lower then expected speed
shown. It's hard to say for sure as you didn't state where or in what
software it is reported to be running at 1.2 Ghz. Easy test would be to run
a program that will increases the demand on the system and verify that the
Cpu multiplier or reported speed increases. Also you can turn off Cool &
Quiet in the bios if don't care to use it.
