If there is no cron.allow or cron.deny files being defined in the
system, who can use cron in this case? Is it only the superuser or all

It seems that everyone who are in group "root" and "cron" (if
avaliable) can execute cron.

Looking through file:///usr/share/doc/mandriva-release-2007.0/release-notes.txt
we find


   Cron  was updated to the latest version. crontab now requires an empty
   /etc/cron.deny  file  to  used  by  any  user  (this  was not the case
   before). Use "touch /etc/cron.deny" to restore the old behavior.
