Using Gentoo Linux... I currently have a user setup with certificate
authentication.  Another user should authenticate using a password.  The
sshd_config file seems to be an all or nothing switch.  Can authentication
method be configured per user?

A question like this came up once before.  I think the recommended
solution was to run sshd with different configurations on different
ports.  A non-standard port will also reduce the number of script-kiddie
login attempts.
